Reggie Garcia presented on Florida's Clemency laws and rules to the Florida Conference of Black State Legislators Issues Conference in Orlando discussing full pardons, restoration of civil rights, and prison commutations. He spoke November 20, 2009, during the Corrections and Juvenile Justice panel which included Florida Secretary of Corrections (and former TPD chief) Walt McNeil and other criminal justice experts.
