One thing that can help as COVID-19 spreads through jails and prisons across the country is conditional medical release, said Reggie Garcia, an author and attorney who assists inmates seeking clemency, medical releases or other matters.
He said releasing non-violent, elderly, and seriously ill inmates who pose no public threat would help stop the spread of the virus.
“It would conceivably mitigate the spread we are seeing right now,” Garcia said.
